See if you can take any classes at a community college. The one near me does some English as a second language program for foreigners. Just see if you can take any classes that can help you.

What is your native language? It may make a difference..

To improve reading, I recommend reading difficult books. Try reading essays on philosophy or great literary works.

To improve writing, practice writing your thoughts after doing some of the above reading. Organize it like an essay. Let friends read and correct it.

the best way to learn a language is by speaking with other people. you can also learn a lot from watching movies. as for reading, pick up some books from the library. if you think it's too boring, watch a movie with the english subtitles and follow along. if you want to be expert, watch the movie with the sound off and just read the subtitles. if your watching it on dvd or something, you could pause it and read if it's going too fast. my chinese teacher made us translate english into chinese. you should get a simple book in your native language and try to write a few scentences of it into english. learning a new language should be fun. have fun!

Popular opinion believes that English is one of the most difficult languages to learn. However, I disagree and it all depends on the individual. It is certainly a very useful and beneficial language to know.

Therefore, I suggest reading many texts in English as well as practicing with popular songs for interest and ease. Also, you may practice responding to literature or create writing pieces in a Word Processing Program to help with the writing portion.

Of course, reading and responding on American Message boards is a help tool as well.

Best of luck to you.

Practice a lot, and take classes in English.

It would also help to approach the language scientifically. Learn how to diagram a sentence in English, which will be very, very helpful. Once you learn the basic sentence structure and can diagram sentences in English, you will find that your own writing gets much better. Stick to simple diagrams for your own sentences at first. They will guarantee that your writing will be clear. Your English teacher or books on English grammar will show you how to diagram sentences.

Read every day - at least half an hour, more if possible. When you come across words you do not know, stop, write them down, and look them up in a dictionary. Eventually, you will have fewer interruptions in your reading as you learn more. Your vocabulary will grow and as you observe the rules of grammar and writing, you will be capable of further developing those skills as well.

Good luck!
