What do you mean by universal PS2.
There are 3 regions for Playstations:
PAL,
NTSC U/C,
NTSC J.
"Universal" is probably pre-modded PS2 with installed modchip. It'll allow you to play "back-up" games and games from all regions. But I doubt, that you'll have an official warranty.

If u mean a mod chipped ps2 or a pal ps2 then mod chipped ps2 is better cause it can play copied and all region ps2 games.
