Depends on where you are, of course, but it shouldn't be too difficult to find what you want. Quite a few girls would be pleased to receive the occasional spanking with no strings attached. That's not hard to find. Look at any of the adult orientent singles sites and check the fetish sites. There are lots of people who like this sexual behavior...it's the easiest one to solve really!
Also, check some of the local "scene" newspapers...the ones that talk about all the bars and bands and underground stuff...in Kansas city we have one called the Pitch. It's a more liberal paper, not like the one that gets delivered to your doorstep. Also...check the adult bookstores, they usually have local papers dedicated to these types of things.
