What is that has not happened yet? Turning down the interview, or being penalised?
You say you already got calls which didn't give you a good vibe. So what have you done, attend the interview?
I think it's quite ok to turn down something that you think isn't going to be convenient or pleasant for you. You're searching for a job, not asking for a favor.... they might be interested in you, but you might not be interested in them and that's ok. You don't have to accept the 1st thing they offer to you. I've turned down some interviews that didn't sound interesting or that were too far from where I live -- I know I'm not gonna accept the job if I get it and commute 4 hours, so why even waste my time in going to the interview? I just say NO THANKS so they don't waste their time either. You're entitled to it, although I don't know if the agency has rules that do not allow you to make this kind of decisions... never been in that case myself. You should probably ask them if you're unsure... but nothing justifies accepting interview and starting a process you don't intend to finish. Waste of time for the agency too, I guess....

I guess the answer to this is highly dependent upon the rules of the agency you are dealing with.
Normally I would say to NEVER accept a job that doesn't feel right or at which you would be unhappy, however, the agency may not agree. Check the paperwork you signed when you began with the agency and see what it says about this situation. If it's not covered, simply call them and ask.

Who says you have to go to every interview offer? If you don't want to, politly decline, but you should probably meet the interviewer, just to make sure, because you haven't actually met the person yet.

You can pick and choose where you spend the bulk of your waking hours. If you're uncomfortable, politely turn down the interview.

tell them thank you and you will think about it. Then think about it and don't call. Don't say you will call. Tell them it is nice for them to offer and you will have to think about it for awhile and you might get back to them.
