Seriously though, a good time to ask a girl out would be anytime you feel comfortable and confident around her. If you come off as nervous that will be a turn-off to many women. If you don't feel comfortable around her the date will feel forced and you wont have anything to talk about.
If you're inexperienced just try getting to know the girl first. Don't approach the situation as if it will end in a date being scheduled. If things are going well then you can consider asking her out.
If you're interested in someone, try not to wait *too* long. That can put you in the friend zone, which isn't where you want to be if you're looking to date her.

If you fairly sure that she would want to, you can ask.
Don't ask just before you want to go out, if you can, leave a few days between when you ask her and when you want to go. For example if you want to go out on Saturday, ask mid-week. This gives her time to get an outfit together, and decide on other things. It also shows respect because you don't appear to be assuming that she'll be free whenever you decide, or at the last minute when you can fit her in. Or that she doesn't have anything better to do.
Be polite. You are asking her, not telling her. If she can't, then say that you would like to try another day. If she says no, let it go. Ditto if she says she's already attached.
Try to make it a non-threatening place to start with - a meal at the mall, or a local movie. When you get to know her better then you can go for more adventurous outings.
Don't go overboard - don't go too far to impress (expensive dinner/formal clothes) start small and build up.

If you are inexperienced - the answer is to do it whenever you want it and she is around.
If you were experienced, I would have told you to note some signals during the conversation that lead you to the best moment to ask.
