Vob = VIDEO
Jpg = Still pivture like a photo
Cannot directly be converted. If you meant to MPG then YES you can.

MOST DVD RIPPERS will do it. If you google DVD RIP MPG you'll find a good range.

If you mean you need to capture a frame from a DVD as a still image, then most DVD player programs have a frame grab button / hotkey . . . click their HELP menu and check

Vob file is in Dvd movie formatt and it cannot be converted to Jpg , as jpg is in picture format.
