God can manifest Himself to man as One if He chooses to or as God the Father, God the Son Son Jesus Christ and God the Holy Spirit. Stephen saw in heaven Jesus Christ in His resurrected body standing at the right hand of God the Father (in Spirit) while the Holy Spirit in Stephen as His temple was opening his spiritual eyes to see heaven opening to him. Acts 7 reveals to us Jesus Christ and God the Father and the working of the Holy Spirit in Stephen.

They are one entity and when Jesus was baptized the Spirit descended upon him as a dove while the Father spoke from Heaven. They are three persons of one God. That doesn't mean that they don't have individuality. It's not as if God has multiple personality disorder.
