Another reason for placing rock is because of soft or moist soils. The rock is used as a leveling substructure. This way the building won't lean or break in two.

if a building is built on soft land it has increased chances of getting inside the ground in case of earthquakes.
the place a heavy weight on the land so as to get a bit knowledge that is it soft or hard.

Simply put:
A building puts stress on the ground beneath it.
Without a proper foundation, it may settle unevenly,
causing problems with the structure.
