That would be a real challenge.
Just call it "Art" and leave it at that.
If you are still roaming around in your shower just retake the shot with a faster shutter speed.

Nope, that blur is there to stay. The cost of a program to make it clear is less than a new camera.
Try making the shot you have black and white or put a sepia tone on it. It can still look interesting if you just tweak it a little in Picasa2.

I like the idea of calling it art, but why not capitalize on a bad thing and go for it.

You shot this with a 1.3 mega pixel camera, this is the biggest problem. Most likely on a cell phone, or a really, really old digital camera. There is nothing you can do, except get a better camera.
