True, the arts allow for abstract thought. Without it we would still be living in straw houses, crapping in a hole out back. While you could have some form of civilization, it would be much different than we have today.

The arts are a sign that the civilization has evolved to allowing the citizens enough free time and "profit" to be able to have fine arts.
