My service center is located in Kansas City, MO. Meanwhile it was the Fresno branch who notified me of the error and payment. However, I live in Chicago and have no accounts in California.

Yes the IRS shares data with the states. If California thinks you have CA-source income and didn't report on a California return, they will contact you.

Federal returns are processed in service centers around the country with data transmitted to the national computer center in West Virginia, processed and returned to the appropriate service center for a particular taxpayer's address. Any notices, including bills and error correction notices, are mailed from the service center serving the taxpayer's area. If you live in California and sent a return to the service center in Kansas City, any computer generated notice to you would come from Fresno.
