1. You can do a spell anytime.
But if you have a specific purpose and they I would suggest finding, according to the planet hours to do it at the best time to increase the power of your spell.
example...
a love spell- best done on Fridays (Venus hours)
2. Till now I have not done a spell of my own but I have personalized spells. If you don't feel confident to make one of your own you might want to do the same.

Not all Wiccans do spells.
Spells can be done at anytime of day.
The best way to create a spell is to decide what it is you are trying to do, get your intent straight, think about why you are doing this spell, write what comes to your mind, think about what impact it will have on others, Think about why you are doing this spell, etc.
The point is that you need to be very clear on what the purpose of the spell will be. You have to be very specific. You have to have your intent set.
No, I'm not against spells at all. I just know that sometimes people don't think them all the way through. Not being specific can be a huge problem if you aren't careful.

While I'm not Wiccan (Just read up on it, and I've had friends), it does make sense that you can cast a spell at daytime, considering the fact that it is the sun which gives life.
But I think that the Moon is on a higher level than the sun in Wicca, isn't it?
It also makes sense to make your own spell.
Sorry if that didn't help much.

Are you sure you're interested in the religion of Wicca or just the crafting of spells (which does not have to be related to Wicca or any religion at all)?
While I don't practice the religion of Wicca, I may be able to answer your questions from a witchcraft point of view.
1. Spells can be cast at any time. If the type of magic you are practicing is ceremonial magic (high magic) then you would want to consult the various planetary aspects concerning your spell.
2. This is too long to be adequately answered in this format. Basically, learn about correspondences (stones, herbs, colors, tools, etc) and how your energy mixes with them. Will you be asking for help or blessings from a deity or spirit for this spell? Which deity and how close is your relationship to them? Learn how to raise and direct energy. Use the various techniques of breath and focus along with the physical correspondences that are needed to fulfill your task.
Learn through trial and error. Know what to do if things don't go as planned. Using a form of divination (scrying, tarot, pendulum, etc) to determine the possible outcome can be a good thing. It may help for you to write out your spell but be sure that you understand each word and phrase and how it pertains to your goal. For others, memorization is better because it helps them focus which is critical in raising and directing energy properly. Above all, know exactly what you are doing and why you are doing it.

Yuppers you can cast a spell anytime, day or night. Remember all time is now? Some times might be better depending of course on the desired result and the goal of the spell.
You could be riding the subway in NYC and casting a spell, eyes closed, no one would even know. It doesn't have to be a big elaborate show nor does it need to be under cover of night - this is real life, not the movies, hehe.
There are so many good books for creating your own spell (start with "Wicca For The Solitary Practitioner). Great authors who have good books for beginners:
Scott Cunningham
Raymond Buckland
Silver RavenWolf (To Ride a Silver Broomstick), etc.
Creating a spell can be as simple as having intense emotion to fuel the intended goal and fuel it out into the universe.

1. some spells are better done at daytime, because they use solar power... others at night, and utilize lunar power.
2. You need to learn the basic premise of magick to create your own spells. This isn't hard, but can't really be explained well in a short period as this answer.... I think sigil magick is probably the easiest. You write what you want, turn the letters themselves into a jumbled work of art, so you don't recognize the word again... empower the sigil with focused concentration and energy. but, even this you need toknow the basics of magick to know whether to bury the sigil, to burn it, to tear it into shreads and throw it into the wind, or turn it into a boat and float it to sea.. (among many others)

Daytime, nighttime, morning, afternoon, sunrise, sunset, some spells work better at certain times of the day/night, or days of the week, but YES you can do them anytime!
You use the words from your heart. You will be the best to state your intentions, not some other person's work. You can look at a pre-written spell and kind of mold it to your own needs in your own words.

Yes you can do a spell during the day, but it is advisable to find out moon phases, waning, waxing, dark and full as they have a huge bearing on a spell..
To create your own spell is easy enough, try and keep it simple, and remember the 4th verse of the Wiccan Rede :-
To bind the spell every time,
let the spell be spake in rhyme..
Also finish your spell with the words, So mote it be...
Blessed Be... )O(

First Question -- You can cast a spell at any time of day you choose, however some people choose a time of day or day of the week that has symbolic meaning associated with the intent of the spell.
Second Question -- You learn the principles of magick, and magickal correspondences (what color candle to use, days of the week, herbs, stones, incense, scents, etc.). The late Scott Cunningham's books are a good place to start.

This isn't a Wiccan question, it's about spells. Not the same thing.
How are you defining spell? The use of the word you are using affects the answer.
