If her facial features are attractive. Having short hair brings the attention to the person's face. I would prefer that a girl has long hair so I could run my fingers through it. But if it means that the shower will be clogged less often, I wouldn't mind one who has short hair.

It is a matter of one's choice and how she would look like after having the hair style as u have said. If u want the best result please consult with a hair stylish on a particular lady about whom u are interested. In fact, there is no predetermined rule or convention as u have said.
