If you have never owned a bird, (I think) you need to start simple. My first bird was a paraket (budgie) which is great for kids. Now I have two cockatiels now, which I adore. They are inexpensive, friendly, easy to train, some will talk, they love to come out of their cages and interact with you. Typicly the larger the bird, the more care they need.

I have had parakeets - they are not really my favorite and take quite a bit of patience to train
I have had cockatiels - These guys are fantastic as a first time bird owner... They train easier and are smart little guys.. They are not too big and not too small.
I have conures - They require more attention and my greencheek is rather quiet,,, he does this really low tone noise when he wants special attention,, I call it him begging because he does it when I am eating!
The sun conure is a tad louder when he wants something!
I have a pionus parrot - He requires more attention too! He gets really loud when he wants something - Usually when I figure out what he wants and give it to him, he hushes up and starts singing.
One thing that is really important that you want to ask the breeder..... Was the bird hand feed since weaning?
You are looking for a "yes" answer to this... you can usually tell in the birds manner if they were hand fed or not.. but too difficult to explain :(
Notice I said "breeder"? Do NOT purchase a bird from an animal store like PetCo or something like that... Those birds are NOT hand fed and the employees will lie saying yes... Look for breeder.. and ask the questions that you need to ask... I good breeder will ask any question and provide the best suggestions to new bird owners.

I have raised birds for more than 30 years.
CUTE is in the eye of the beholder.
CUDDLY depends on each individual bird, not breed! A good breeder will have cuddly birds of all different kinds!
NOT LOUD - well, there you are limited! Birds can be loud sometimes!
DO NOT GO TO PETSMART! Their press release from last week states that they have Psittacosis in their birds. And, although they claim to have it narrowed down to one breeder, from what I have seen in their buying practices, they could not possibly know!
Find a bird breeder. If you do not know of any, call your local vets and ask if they can recommend some. Usually, bird breeders will advertise with the vet offices in town. Also a vet should know of a local bird club.
I attend a monthy bird fair as a vendor and it is a great place to find a lot of different birds, raised by breeders, and choose the one that is right for you.
All of that being said, I would recommend for a first bird a cockatiel. They are very affectionate and not terribly demanding. They are not too loud, if you don't mind the males whistling!
You should do some research on what to feed them and what they need and like for toys. Food is not just seed. You must feed them a well-balanced diet -- veggies, pasta, rice, etc. They like toys and you should not use mirrored toys.

Depends on how much time you have, and how much you want to spend.
Since you are a first time bird owner, make sure you do a lot of research. Some birds can live for 20+ years, which is a massive commitment to make!
I have a Galah (Rose-breasted cockatoo) and he is simply awesome. I hand raised him from a baby, and I really couldn’t ask for a better bird. Cuddly, smart, cute and very funny. He can be loud at times, especially when he is out talking to his wild counterparts!

there is no such thing as a quiet bird, but my female cockatiel is quiet now, but i know she screeches when i leave her alone and she wants me to come back.
good birds to start with are cockatiel, parakeet, or love bird. cockatiels yell "Fee!" non-stop when they want something like to be let out of the cage or for the human to come back, love birds i HEARD are quiet but i never owned one, i think they are boring, and parakeets are fun, less cuddly, and loud....
so for you i'd have to say Lovebird. if you get only one and spend lots of time with it, it will bond with you -- but then you HAVE to cuddle with the bird a LOT because it will have bonded with you. So with a lovebird you got cute, cuddly, and quiet. But be careful what you wish for -- will you keep wanting to cuddle with this bird 10 years from now? You'd better! Or the poor bird will die of a broken heart -- lovebirds just might -- they are cuddlers -- tho i don't really know because i never had one.
i really think a cockatiel is better -- it is louder but easy to take care of and no so needy.
if noise annoys you, you shouldn't get a bird.
if you are worried about noise because you have neighbors, a cockatiel is fine -- the "fee!" sounds when the bird wants something and isn't getting it are not that loud, they are just annoying.

hi a canary is a good bird to start with, and if u get a male thier song is amazing , but only the males sing that is how u sex them the males are the most coulourful too . or u could try a love bird im hand rearing one at the moment and he goes everywhere with me or my fiance` the love and the bond is so strong so it really depends what u want as any bird can be taught to be tame if got as a baby x hope that helps tracey x

Cockatiel sounds good for you. :) They can make noise, some will consider loud, but it is quiet compared to other parrots.
The make good first birds and are known for their cuddliness. They certainly are cute too and come in a variety of mutations (colours).
My birds, I have:
1 rainbow lorikeet (special diet, super playful, loud)
3 cockatiels
6 chinese painted 'button' quail (not tame birds, cute, love them)
2 red headed parrot finches (not tame birds, beautiful)
8 zebra finches (not tame birds, cute)
1 ringneck dove (very docile, easy to tame, not playful like a parrot is)
1 turquoise parrot (cheeky, cute, mostly quiet but can make a high pitched noise)

hi! i am a proud owner of a budgie. Got him for $20.00 in May. handtrained him myself. We have a Great relationship now: great as in he eats from my plate (we share), we go on walks outside in daylight with him perched on my shoulder, we go to Petco to get him food with him perched on my shoulder, he doesn't like to stay in his cage because he is used to freedom (only goes in to eat and sleep). You also asked for cute and cuddly, well mine snuggled up with me in bed the other bed with its face on my face VOLUNTARILY. he's not loud at all and i'm kind of wondering why he doesn't talk because some budgies talk but i think talking and noise level depends on the personality of the bird. i'm very proud of my bird! anyways, what i'm trying to say is that a budgie is a very affordable pet for a first time bird owner, as i was. i didn't want to get anything too expenisve and then risk it dying. i did a lot of research on birds on the internet and found that a budgie would be suitable for me because they are sweet and friendly and very smart and they will form a bond with you if you PROVE to them that you love them. FYI: i never thought i could achieve all these things that i have with my little bird but i just proved to him everyday since the day he came into my home that i loved him and wanted him to be my friend. budgies are very smart and they can figure things out. For example: Mine figured out how to get out of a closed cage by himself.
so my advice is: perhaps start out with something affordable like a budgie. don't neglect him, love him and take good care of him, train him to come out of his cage, let him have some freedom, BE HIS FRIEND, it always makes me sad when i see a cockatiel or budgie caged up all his life, and get the experience before making an investment in something more expensive like cockatiels or gorgeous $500+ parrots.
if you feel you can't or don't have the time to devote that much attention to your bird, then perhaps finches would be a good option. I heard that finches are pretty happy in their cages and don't really require human attention. they like to be on their own.
Whatever you decide, i suggest that you do research on the web about the personalities, requirements, and care for birds.

If you've never had a bird before, start simple. Get a young, hand-raised cockatiel. If it's socialized properly as a baby, it'll love you to pieces, and they're not too loud. They're more shrill than loud -- they won't make your ears bleed.
