When the Bible was written man had what we think of now as limited knowledge. In order to have the readers of the Bible believe what was written it had to be on their level of education. They could believe that some Deity stood back and Commanded the light to be, and so it was.
Not so much earlier man believed that another god made the sun rise in the morning and set at night. Now we know that sun rise and sun set are a result of the rotation of the Earth. We scoff at those earlier beliefs. In the future we will know what created light, and be able to prove it, like we know that the rotation of the earth make the sun appear to rise and set.
