... wow... sorry, but i think you might not get a puppy unless you prove that you pick up the poop, provide money, space, clean it, spend hours with it each day, take it on walks each day, and etc.
It is hard work getting one, and from the looks of it, you just want one because your sister has one, well you don't need a pet dog.
Try not to be begging for one, that just annoys your parents...
OMG, did you say you had many pets.... you said they all died.
Don't get a pet, your poor other pets have all died under your care!
Spare the poor chihuahua!

I am thrilled to see that you have put a lot of thought into this. I would say sit your folks down and explain everything to them as you did in your question/information. One thing that may help you get the dog is to consider getting a dog that is not what most consider a puppy. Think about getting a dog that is 4 to 6 months old. The dog will most likely already be house broke - which should please your parents - and be out of that puppy chew phase. Good luck!

It sounds like you probably aren't going to get one. If your brother has asthma and allergies its probably not good for his health, especially if the fur isn't cleaned up regularly. Also if your stepdad doesn't like dogs then it may not be good for the dog to live in your house. If you really want one, don't bug your parents too much about it.
Maybe try to sit down with them and try to figure out what exactly you would need to do to get one. Like- if you did X and Y and Z (chores, good grades, whatever)responsibly for so long, and figured out how taking care of the dog would work (like a schedule or something), then would they let you get one?
If that still doesn't work, maybe you can volunteer at an animal shelter or something like that until you are allowed, so you can at least hang out with puppies.

If you're sincere about this, you'll need to work at this.
Try volunteering at the local dog pound or a vet's office.
Or start a dog-walking/pet-sitting business on your own.
Offer to look after people's dogs when they're away.

Don't keep bugging them about it. Parents don't like it when kids keep bugging them. Instead try having a friend who has a dog come over with the dog to show your parents how cute they can be. It may help, I don't know. Or you may ask your parents if you can babysit someones dog for a weekend & if they let you do that, than you must show them how responsible you can be with a dog.

as for your brother there are "hypo-allergenic" dogs (poodles or poodle crossbreeds are usually considered as well as any low-shed dogs that don't , well obviously, shed very much)
and not liking animals is a problem for the stepdad but if you take all the responsibility for the pup and train it then that might take some of his stress off of the matter.
good luck in getting one though :)

It sounds like you and your family are not ready for a puppy.
Wait till you're grown up, and can take on the full responsibility of a dog.
