OEM software will be under 100. But you could only used it on 1 system.

Of course the answer is Linux, since its FREE.
There are lots of different distributions of linux like Ubuntu, Fedora, PCLinuxOS. Most are built on the same base, but just have different front ends, so pick the one you think is nicest. Look up screen shots to compare.
Once you decide which one there are plenty of how-to guides which will walk you though installing it.
The only other OS you will find that is under $100 is perhaps Windows if you can get a student discount.

You can use any version of Linux (Ubuntu is popular) for free, unless, of course, you do not mean OS as in operating system but rather an entire computer fully loaded for under $100.00. That is a bit more difficult.
