Assuming you are looking for gun powder you best bet would be to go to a sporting goods store that cares firearms. The gun powder will be in the bullet/ shell reloading area. You might have to have someone help you since they might keep something like that behind the counter.

You can buy ready made miniature rocket motors, at hobby shops or even in some Wall Mart stores (in the USA).
If you really want to make your your own, the Department Of Homeland Security, BATF or FBI can probably help you with information on explosives.

If you are serious (but if you were, you wouldn't be asking about "gunpowder") there are model rocketry clubs that do more advanced rocketry than the cardboard model you get at hobby shops, I would imagine most would have web sites, you could try a web search.

If by chance, someone does sell you gunpowder:
Would you even know what type to use?
Or how to handle it? Are you sure?
The packing of a solid fuel rocket involves a large
risk of an explosion, with shrapnel, ..and, if you're lucky,
ER visits, ...with surgery, ...if not lucky, well R.I.P.
The less you know about it, the greater the risk.
You obviously know too little.
You can buy packaged model rocket engines at
the 'hobby shop`.
Do so and save us sending you a Darwin Award.

Wow... another person who likes their arms blown off for their education and entertainment.

:-)

Sounds good. But how about you inform yourself about BETTER alternatives to gunpowder first? As a rocket fuel it sucks. And as far as I know you would also need a professional license to "pack" gunpowder.
