Probably because there is no significant impact on their personal life. I bet they care about lepers though, and do all they can to stay away from them to keep from falling apart...

I wouldn't say they don't care. Perhaps they haven't had any exposure to the deaf and deaf people make them nervous. The offending persons worries too much about their actions but ends up coming across crass or mean toward the deaf person. I'm not really sure how this could be overcame. I only overcome it because of a deaf coworker. Hearing people really need more exposure to deaf people. Sadly many of my coworkers dismiss him on a daily basis. ...It hurts his feelings and mine. I have only worked with him for six years but some of my coworkers have worked with him for more than 15 ... Yet they never try to communicate with him.
He is one of my best friends at work. He can read lips and I have learned basic sign language ( from him) we get along great. I have NEVER resorted to notes with him cause that offends him ( others at work have)

Well, I don't know any deaf people but I would certainly treat them with the same respect I treat others, and would be interested to learn a few things from them.

I don't think they necessarily don't care about deaf people...I think it is more because they don't know how to communicate with them. Not everyone knows sign language. Also, some who are deaf who can speak are still hard to understand. Its probably just easier for most not to try to talk to them because they don't want to come off as being rude by constantly telling them " I don't know what you are trying to say".
I have some deaf students and notice other students not necessarily trying to be mean to them, but just not socializing with them because they don't know how.

I honestly don't know. I've worked in customer service for 8 years, and we have a regular customer who is deaf. I have learned a few bits and pieces of general sign language so I can communicate with her, and others if possible. It is absolutely horrible how judgmental and ignorant our society is just because someone is different.

Some of them are ignorant and think they are better than them. Those who don't care about deaf think they are dumb because some deaf people are mute (don't speak).

Well, why should they care any more about deaf people than they do about anyone else with a handicap?

For the same reason some don't care about hearing, blind, sighted, black, white, yellow...
Not everyone has time to care for every single person on the planet.
