First, Pick a cardiovascular exercise that you enjoy doing. Depending on your exercise experience and health, schedule for at least, three days a week sessions of thirty to 45 minutes workouts. With time,increase time or intensity. Jogging is the best way to burn fat and jump-start your metabolism.
Second, eat smart, four to five times a day, healthy meals rich in protein and complex carbohydrates,(wheat bread,brown rice, oatmeal)
Your goal is two fold: to have a deficiency in the amount of calories taken with the amount of calories used, and programming your metabolism to speed up, not storing fat, but rather burn it with the minimum amount of muscle loss.
Most people starve themselves to loose weight, eating only two times or even once and putting their bodies on survival mode(metabolism to slow down). While the trick is to eat five times meals that are rich in protein and healthy carbohydrates.

I think your nitpicking over your body too much. What you're seeing is a natural part of everyone's body and is supposed to be there. Don't pay attention to these people on television that have it sucked out all the time. To answer your question, it is fat and the lower end of love handles can't be toned really. You'll notice a bone right underneath. Only way to burn fat is to increase muscle and to lose weight or both.

Exercise and diet. Just stomach work alone won't do it, you need to build up your chest and arms and legs as well, but stop eating high fats - that's the first thing- eat more fruit and vegetables, and try to exercise at least every other day.
There are no quick fixes for this, believe me. Just eat less and exercise more.

u need an oblique workout
i do lying trunk twist with a 25lbs plate
but u also need 2 do cardio

my personal trainer told me that back excercises tone that up. you cant pick a spot to lose weight in though. your body does that on its own... you cant change it. just keep up the cardio, running is great for weight loss, and look up different upper and lower back excercises.

Do twists with weights on your shoulders. Keep your legs staginent and hold the weights on your shoulders while twisting your upper body. Feel the burn!!!
