Nope. Only a 2 or 3 year old can do that...but by the time they are 4, they should have outgrown it.
If the person is 23, they probably have some anger management 'issues' that need to be addressed by a psychiatrist. Truly.

It's not ok for anyone to throw a fit in public. Especially a 23 year old. Maybe they need a timeout.

Ouch. No. By 23, hopefully a person knows they shouldn't throw a fit. That's really what being 2 is all about, learning not to throw fits even when you want to do so.

I don't believe it's OK for anyone to throw a fit in public. I think it's very immature and parents should teach their children better. I understand a child doing it once or twice, but the parent should punish them and they should strive not to do it again.

If it is because some other girls just stole the last pair of shoes in your size that you were CLEARLY eyeing up from right under your nose then YES!!!
If some grumpy looking woman pulled into a parking spot that you were already signalling to pull into outside a mall during a boxing day sale then YES!
If your boyfriend refuses to buy you icecream before your dinner reservations then NO!

No, but I have seen many people much older than that do it! My former friend's ex wife used to throw tantrums and make scenes all the time, regardless of where they were, when she didn't get her way. It had cost him a couple of jobs in department stores, and, I believe, was what caused him to decide to finally divorce his wife.
When adults act like that, they wonder why kids think its O.K. Go figure!!!!

of course, 23 year olds throw the best fits. The tantrum includes racial slurs, cuss words, and he occasional physical technicalities.
