Justice of the Peace. These guys work in the Courthouse but can go to people's homes or whatever to do it for a fee. These guys aren't affiliated with a church or a religion when doing their marriages.

Or a pastor, a minister, a preacher can do it too.

Depends on the country. In the US, its a Justice of the Peace. In Canada, its a Marriage Commissioner.

A judge can marry people, or a ships captain, or someone who has a license to do so.
