Yes, these wars could be controlled by any world power that commited to this endeavor. Unfortunately, no country sees much value in trying to tame any African country.
The graft and corruption is at such a degrading level that no country really wants to pay the price in order to bring most corrupt African country's to a workable point. Lately, the corruption has been exacerbated with Muslim's trying to dominate and overwhelm many governments.

The reason there are wars in Africa is because they ARE CONTROLLED. World Bank, World Trade Organization, United States, United Kingdom, etc, etc the list goes on of organizations and nations that keep African nations poor, undemocratic and more importantly, fighting amongst themselves. They are still a colony in most sense of the word. Africa is a rich continent, and the West is a greedy civilization. A united Africa is NOT in the interest of the West. The core nations will drain the life out of the periphery nations for as long as they can.

1. Because they are tribal in origin.
2. Those tribes who hated each other for centuries were placed inside the artificial boundaries of new nations created out of the geographic boundaries of former colonies.
3. A great many of the leaders of these new nations were educated abroad by their colonial masters and returned home with a hatred and disdain for the native people which went far beyond any that the former colonial masters might have had towards those people.
For a solution you need to begin with breaking up these artificially-created nations into autonomous tribal areas. You can maintain a weaker central government along the lines of the Canadian and Swiss models. As the tribes take a greater role in the future of their own people, the tensions between them will go down. Start with Rwanda and Burundi. Make one Tutsi and the other Hutu tribal lands.
Then break up South Africa into its pre-British fusion parts:
Transvaal and the Orange Free State for the Afrikaners, Kwazulu-Natal as the Zulu homeland and West Cape as the homelands for the Xhosan, Tembo and other tribes.

Probably because no one really cares other than relief organizations! They have nothing that Europe or the U.S. wants, everything that was of any good to us was taken from Africa many years ago by those Europeans that occupied the country. Even many of the relief organizations only give a pittance for actual relief to those people, it's all about making money for many of those organizations, not all, but many.
These are local wars, many suffer but it is they that must put a stop to it, they understand it, we don't. Also, it has to do with many Muslims trying to discourage anyone who does not belong to the Muslim faith or who does not live it according to their dictates. They also kill them for taking aid from the Western countries, although none of those in the Middle East are offering any help or at best only a small amount of aid.

no one has tried... africa's resources were pillaged and raped during imperialism. countries only protect their interest. So if they can't get anything from Africa they are not going to go spend money fighting a war for it... or sending troops to stop a war. That all stopped with the black hawk down incident is somalia... after that the U.S said they will only protect their interest. That is how so many people become victims of genocide in Africa. But look at Rwanda, I had the opportunity to visit a country that had been torn apart by war, and they pulled themselves back together. So I still have hope for africa!

Something COULD stop it, but with a useless world body like the United Nations calling most of the shots, what more would you expect?
If a thoughtful General with any military savvy were put in charge, the fighting would and could be controlled in a few months. But the UN is inept, a eunuch organization, and has no threat behind it's B.S. policy. Their 'enforcement' troops can't even clean their rifles correctly. How could they get any control even if they tried?

Because no one really cares enough to bother controlling that country. Possibly because there are so many militia and tribes fighting each other and no one wants to get involved in that.
