Only one person, or more people, or a lot of people the same?

Some are very independent and it's a 1 person dog. Most i ran into are usually the same, they are very smart so they know who's the person for them.

I have 2 right now and they're extremely friendly. I've never had a problem with beagles and I've had them ever since I was born. They are really good for kids because they don't jump up often and are careful. So yeah they bond with everyone.

We had a beagle mix growing up and my cousin had a pure beagle and I have always found them to be friendly with most people unless they feel threatened in some way. Our dog liked my Mom a little better because she fed her and was home with her all day.

A LOT of people, the beagle I had would jump in the car with anyone. Very friendly, happy dogs.

Their temperament is also the reason they are used in animal testing so commonly :-(

i had a beagle, they are very people friendly to kids too

It depends on the person. And how much attion you give it and how you treat it. They will be an all around good dog! They know good and bad people!
