yes, but you need equipment to do that. the federal government requires all 911 centers to be e911 compliant including tracing the location of mobile phones. but unfortunately, only the largest cities in the USA have that instant capability.

The police does not track cellphone calls on the pc units in the vehicles. The pc in the vehicles is used to check for directions and warrants or other info that is deemed important from the main switchboard unit. The only reason you would be in the police pc is if you have warrants for your arrest or for tickets unpaid. You are really paranoid.

Yes, with some phones ( Like most Nextel's) but you need to be the master on the account. You can do it online if you have permission under the account. but I believe you are limited to TWO per day

Our daughter had been dating a very disrespectful troublemaker by the name of Danny.
