I can't even keep track of how many live there but I do know they are illegal. They leave garbage all over the place, loud music, brat kids running around unsupervised, junk cars that fill up the whole block, urinating in alley, etc.

Just some of the suggestions and ideas that I have seen here are, shoot them, get a tiger or alligator or the one I liked was go out and yell "la migra" and watch them run.
I mean really what do you do when you have bad neighbors. You go over and talk to them. When you were speaking with them did they just offer information or were you asking? It seems to me that if they just offered that they would be willing to hear some complaints. If you were asking, the why not just ask about the cars, trash and noise?
From what I get it can be one of two ways, introduce yourself and maybe as neighbors a compromise can be reached. The second way is to be bold, stand your ground and be ready. If you decide on using the police or some other legal channel I have a word of caution for you.
In the bigger cities a police response is often not immediate, what are you going to do during the time it takes the police to arrive? Think first how much grief do you want to put up with and how much trouble are you willing to have in your daily living?
I think it is smarter to befriend them and have them hear what you are saying. Sometimes winning an argument is easier when you pick the subject.

I had the same problem. I just kept calling the police and code enforcement. If they are illegal like my neighbors then they really dont want the attention of government agencies.Call child protective services. Also notify the landlord of your problem and see if it bothers your neighbors, and have them sign a petition to the landlord. These tactics work whether they are illegal or not.No one likes to be harrassed by the authorities.

It doesn't matter if they're legal or illegal... If they're bothering you, if they're violating law, you can call the police. The police will do whatever is needed to solve the problem.

I am still thinking how do you know if they are illegal. But what you can do is go to an immigration office. And tell them. Another option is go to the local police and complain about the noise. And just kinda sneak it in there that you Think there illegal. But your not sure. And they will give you sugestions.

Call Code Enforcement and they will take care of the issue for you. Take pictures of the amount of people and cars when you can. I'm 100% certain they are violating every code that you and I adhere to. Also, call your local fire department and ask how many people are allowed to live in the same structure for fire risk purposes.
I live your nightmare and I feel for you. I have worked hard for the last 5 years to clean my neighborhood up - not to make them leave - but to CONFORM to the standards that we all do in the neighborhood. We're talking taxi-stands, ladder vans stacked so high w/ ladders they were as tall as the roofs on the houses! I pick up trash from my yard that is 100% foreign - I can't read the labels, except for the "Coronita" beer bottles!!! etc....etc....etc.
Document, pics, follow up. It gets worse, not better, so it's up to you to engage in a process. Keep it civil and keep it business and you'll get some relief, I promise!
Note to "DUDE" - my neighborhood isn't crappy to begin with - but it became crappy, and with my diligence, caring and follow up - it became a better place than when I found it. If we took your advice, there'd be no place left to move unless we were wealthy which obviously few to no people are who wastes their time on Yahoo Answers. Whew, that rambling left me tired!!! :-)
P.S. DAVID...WHATEVER - WHAT ABOUT OUR RIGHTS AS CITIZENS - CAN WE SUE THEM?!?! HOW DARE YOU, DUDE? YOU ARE INSULTING THAT YOU CARE MORE ABOUT UNACCEPTABLE NEIGHBORS THAN A GOOD CITIZEN WHO IS LEGAL. so there.
