I just bought a new apartment and had to seperate two sister cats that were together at my condo for about 4 months. Recently, Rascal has been running around for no reason, chasing her tail, and almost sounds if she's crying
I'm a first time cat owner, so I have no clue if she's just sad for losing her sister, or if she's in heat

Is she spayed? If no, is she over 4 months of age? If yes, then yes.
Make an appointment with the vet, she's going to be going in and out of heat constantly for a long time unless you have her spayed.

She's the right age for her first season (in heat). The first one is usually the worst because its confusing to feel those feelings the first time. Please keep her inside and make a vet appt.
If its really bothering you (this sounds cruel, but it works), find a friend with a neutered male. He'll still have the instinct, but he'll be shooting blanks, so no kittens.
If she was upset about losing her companion and moving, she would probably attach herself to you in hopes that you won't go away too.

Definitely sounds like heat, a cat missing a companion would be more likely to be very subdued or else clingy. Please have your cat spayed if she has not already been done, there are far too many unwanted kittens out there to risk adding to the number.

Sounds like you have a cat in heat. If you don't get her spayed, this will continue to happen monthly until you either she either has kittens, or you get her spayed.
Get her spayed, it's worth it!

when my cat is in heat she just lays around and when she does walk she keeps her belly really close to the ground. She probably just misses her sister, if they had been together for a long time and/or were close she could be lonely due to the lack of another cat.

if she's whining & crying out loud then she's in heat... if she's just running quickly, chasing her tail as u said then she's probably upset about sth or bored and trying to express her bad feelings for u...probably upset about changing her home.
