wear sunscreen everyday to make sure that your skin doesn't get darker, and use a powder foundation that is lighter than your skin. you can also buy skin bleach, but i think thats just to cover up abnormal skin pigmentation. the tan will fade eventually. :)

1) Wear sunscreen EVERY DAY and stay out of the sun. (No, I'm not being glib. That's the best thing you can do.)
2) There are products out there that are formulated to bleach skin pigmentation spots like sunspots or freckles. Do a Google search and you'll find some brands. They're costly, but some of them work after weeks or months of consistent application. (You'll have to be patient. None of them work overnight or even particularly quickly.) I used to use a Murad product that worked great to fade my freckles. I've also used prescription strength hydroquinone cream, but I think hydroquinone has fallen out of favor lately. (Not sure why; I haven't used it in years.)
If you really want to be pale -- which is beautiful, by the way! -- then you have to commit to it. You have to stay out of the sun. The up side is that your skin will age better.

Use a lighter foundation or powder. Not too much lighter though, because you will be able to tell! Blend it well and just wait for your tan to fade.
And the milk doesn't work.

Wear dark clothes, not light colored. That will make your skin appear lighter. There is no way to lighten skin after a tan. You just have to wait.

After having a shower in the morning, apply a lighter base than what you would normally use, and then making sure everything is even on your face (because you don't want to have unevenness and seeing light then dark on your face :S:S)
Then apply a lighter foundation (matching base colour) on your face as well, and blend.
Usually reds and pinks for blushes work well, i use them alot when i wear makeup, and im just naturally pale, and it accomplishes THE PALE look haha.
But yes
so use
light foundation and pink/red blushes, and black eyeliners, and mascaras.
basically alot of colours in which contrast with your skintone.

milk won't get you any lighter, it just helps moisturize skin but still doesn't work alone..
for a good skin lightening regimen, it should include:
1. good quality (and safe) skin lighteners (to make skin fairer or get rid of a tan)
2. a high spf (at least 30) sunscreen (to prevent further darkening)
3. your moisturizers (to keep skin hydrated and rosy)
4. vitamin C (to reinforce the lightening effect)
that's how i do it. :-)

yea, but you have to take a lot of milk baths. lol. You can also try some face masks that are meant for whitening your skin, as in lighting it up like you said. They really work!
