Small dogs, such as your Pom and Poodles and others often have eye discharges like this. There are a number of theories as to the cause, but our vet says it is called Epiphora and is caused by tear ducts that are too small. I feel this is accurate, since our Poodle tends to tear more on one side than the other. The best thing to do is to wash the dog's face every day with a warm, wet washcloth to keep it clean as the tears can build up and cause irritation or even infection if not attended to regularly. You can also gently clip away the stained hair around the eyes a bit. I use baby fingernail scissors for this as they do not have a sharp point.

I have a blond Pomeranian too and I wash her face and eyes with a warm wet washcloth. If there are "stains" I use a bit of Johnson's NO TEARS shampoo on a cloth. I also use artificial tears in her eyes to keep them clear and clean.

We have a blond pom and when his eyes water it looks red when it hits his fur but it's not a red discharge. He may have an eye infection. Take him to the vet and they can give you something for it. Outside of warm water don't try any home remedies' you could permanently damage hie eyes.

You can use Saline Solution to clean the eyes. The one for contact lenses. Or you could use either "Diamond eye's" or "Eye Envy" made for dogs.
