To be clear you can't set their gun's safety lock in advance, during, nor after the bullet that will be fired. You can't have anyone else set the safety lock of said gun at any of those times neither. Nor is any other kind of beforehand sabotage of the gun in question allowed. Thus rusting or jamming its chamber are not valid answers.

Shooting or any other kind of physical disruption of the person who will fire the gun isn't allowed neither. Wearing a bullet proof vest isn't a valid answer because that would only address the bullet after it has already been fired and therefore wouldn't stop it from being fired.

How do you stop their bullet from being fired?

If someone has a firearm, and they're going to shoot you, but you don't have any reasonable means to defend yourself, then there's not much you can do. You could try to convince them otherwise, but they might shoot you for trying, you could charge them and hope to get to them before they get a chance to shoot, but then it's almost guaranteed they'll shoot before you get to them. Pretty much any form of martial arts or hand to hand combat would require you to get closer than you likely are, and coming closer would probably get your gunman nervous enough to shoot preemptively. You could run away, and not at a straight line, and hope they don't try to shoot as you flee. Not being able to move to a country that's overseen by a police state type government sounds like it's not a reasonable answer, or a good idea at all. Who wants their every action to be watched 24/7? Calling 911 or screaming for help would obviously just make your situation worse.

I suppose the best thing you could do is to fall on the ground and cry. Hopefully they'd feel dumb enough shooting a grown man who's laying on the ground crying that they'd just give up. Either that, or they'd kick the crap out of you.

By simply adjusting the cannuter valve on your disruption ray gun. About a 1/4 turn should do it. If you go too far it could cause a refraction bounce which could endanger other planets.

You have to calmly talk to them and hope & pray they are listening, and will respond by putting down the firearm so they are no longer a threat to you.*

talk the person into not firing the gun. that's about all you can do if you can't hit them.

You don't..Other than not being directly in front of the muzzle..You can't stop a bullet from being fired, you can only try and avoid being hit....
