Both. Cooking is a blend of science and creativity. You need to understand the principals before you can start improvising, otherwise most of your improvisations will fail, or it will just never occur to you what is missing.
Someone who does nothing but follow directions can produce excellent results. There are lots of great recipes out there!

Chef can make stuff up and throw anything together. A cook can follow a recipe with perhaps some modifications, make really good food and even enjoy it. I love to cook - I can cook about anything, but I am not a chef.

I started cooking out of necessity. I had a daughter and refused to be one of the parents who fed her mac and cheese and boiled hot dogs for every meal.
It was mostly trial and error for me. I started by following recipes and it always tasted fine, but then I got a little adventurous and started playing around. If it didn't taste good, I would remember that and not do it again!

Following directions is the best way at first, unless you grew up in your Mother's kitchen & she is already a great cook. After you learn the basics then you can experiment.
I have found, If I make it and everyone eats it, I've done OK.

Both. But what I learned after a lot of trial and error is this.
Can and will you eat your own cooking and enjoy it? Then you're a good cook, regardless of recipes and directions.

I think it depends on if you make it and people eat it and don't die! Cooking is nothing more than putting different ingredients together and thermal processing it. If you can follow directios or make some up you can cook!

no. . .just wanting to make something on your own or by recipe. I am female, but its just practice and trial and error.
I hate to measure so I just think about what I want to eat and go do it. I've cooked since about 12 or so. . .
I helped and watched my mom and grandma in the kitchen when I was younger.

a persons cooking ability id determined on how well the follow directions, knowledge of ingredients, do they enjoy it, does their use of imagination make things better.
