Yes you can so tell. You said she lights up with a big, beautiful smile whenever you talk face to face.So, unless she does that to everyone she encounters all throughout the day, that's pretty strong confirmation. The fact that you have to initiate the conversations may not necessarily mean that she's shy, but it could indicate that she's been raised with traditional sensibilities and expects the guy to take the lead in that regard.Now, the situation with the e-mails seems to be giving you a fair amount of grief...they're not being returned at the same rate as you're sending them, and that's eroding your confidence a bit. You can't expect your preferred method of communicating to necessarily be her preferred method of communicating....for an untold number of reasons she may not feel comfortable using that approach, but you should not interpret that to mean she doesn't like you At the very least, you two have something new to talk about next time around. I think she may but is really really shy and she probably thinks you don't even notice her. Most people who are shy have low self esteem and feel like no one they ever like likes them back. Just try to talk to her more in person than in emails because maybe she hardly ever gets on or gets busy. After you both get to know each other better things will be different she'll probably talk to you more.

Okay. Please dont jump to conclusions.. I have been in the same situation, except I was the girl. One of my (I would say...) good friends loves to talk to me. He is funny, awsome to talk to and I always smile and laugh around him. Im happier around him, few days earlier, he asked me out. I just didnt like him that way. An advice for you: keep talking.. KEEP TALKING . :] Your doing a good job, keep making her happy. Make her comfortable, invite her to your house. Hang out with her, you guys could become awsome friends :]
Than I am SURE something will happen, either yes or no from her. But it will be damn obvious. KEEP TALKING :] and MSN is better than emails.

The guy I liked last year never answered my emails, but he'd gladly start a convo with me at school.
And a guy that I think liked me this year, doesn't respond to my emails, yet he's always talking to me in class.
So...I think she might like you.
I guess it's just something with writing emails lol

she prolly dnt have a computer at hm and only writes u wen shes around a computer...jus dnt bug her alot with emails and stuff jus dnt send nomore i wouldnt b intersted in a guy dat sent emails, no offence, jus b confident and not to nice sum gurls like guys that arent sweet all the time so ****** take notes

You should just get the courage to talk to her more often. If you do this enough, you'll get comfortable around each other and then you can consider becoming more afterwards.
