Use a cleanser for dry skin, followed by a toner for dry/normal skin. Then moisturize. Also, there are facial masques you can use a few times a week to help your skin condition. One that I like is made by Peter Thomas Roth (available at Sephora and Ulta among other places). Different brands work for different people. Obviously Nivea isn't working. Sometimes finding what does work requires trial and error. Loreal has some decent products out right now.
You can schedule a free consultation with an esthetician at any day spa. An esthetician is a skin care specialist. They can turn you onto professional products that may work better than drugstore brands. You can also ask the esthetician (facialist) to recommend store bought brands if they are more affordable for you.

Sometimes you have to try different products to figure out what works for you. Try DHC brand Face Wash. It's supposed to have a PH balance similar to skin. It's what I use, and it worked for my dry skin. I also use DHC's Alpha-Arbutin White Cream as a moisturizer during the day and night. I've never had better results.
You can also try the following website. Users of this site rate skin care products. You can see what other people use based on their skin type and age group.

Try exfoliating with a soft brush, this not only gets rid of the dry skin but stimulates the glands under the skin to produce it's own oil. It's great for toning up the skin too.you'll see less wrinkles as you get older. Also drink lots of water to rehydrate from the inside.

Dry skin types have to be extremely careful to protect their skin. Yogurt-honey combination helps dry skin. Make an egg pack with a yolk, a teaspoon of honey, a tablespoon of milk powder. This is beneficial to dry skin types. There are many helpful tips to cure dry skin at http://useinfo-dryskin.blogspot.com/

You could try using exfoliating cream you can get this in boots. You just rub in on to your skin and it takes away dry skin and flaws in your skin.
