My digital camera works on WinxXP, but I get no result from tuning brightness, contrast from the camera setting.
Is there is any software that can tune them, or add an effect on the camera image while it broadcast as a webcam or recording??

If you are using MSN messenger there is setting for this. The same goes for Windows Movie Maker. Most standard software packages where the camera can be fed through will work.

If you are not doing a live feed, the footage can be easily altered after upload from programs like Movie Maker, Premier Pro, Aftereffects...in fact any of the Adobe programs.

It would really help if you told us the Make & Model of your camera.

Have your read the camera User Manual? Adjusting Brightness and Contrast within the camera only works when you use "Manual" mode which over-rides the Automatic Mode settings.

Finally, most good Windows photo-editing software can also make these adjustments. Examples include: PhotoShop Elements ($), The GIMP, PhotoFiltre Version 6, Paint.net, etc. And your camera may have come with bundled software, too.

The same applies for "broadcast as a webcam or recording", it depends on your camera.
