Some (OK many) guys are very adverse to public displays of affection, even the most innocent kind. You can offer the hug, but do not be surprised if he refuses or seems very uncomfortable.
You can flirt back and let him know he is OK to ask you out that way - or just tease him by coming over when he is somewhere alone and just saying "So...when are you asking me out?" As long as you smile and make it flirty, it cuts a lot of the pressure - if he balks and acts confused, just roll your eyes dramatically and say "Well, OK, I guess I gotta make my own plans for the weekend then" and smile and wink at him before walking away. Don't be uptight about it - just make it real casual, like you were asking when he was going to buy you that candy bar he owed you or something like that - that way if he does not respond and you shrug it off, he knows you are interested, but you are not hanging around waiting for him (which scares a guy off if you are).

No one likes to be hugged by someone they don't like. So if he's not into you, he's not going to want to be hugged by you. Doesn't matter how much YOU like HIM -- if you gross him out, there is nothing that will make him like being on the receiving end of a hug.
If he does like you, then it really depends on how he is wired. Lots of guys are embarrassed by public displays of affection but are perfectly happy with private hugs and kisses. Once you figure out if he wants to be hugged, you will need to figure out WHERE, WHEN, and in front of WHOM he is comfortable being hugged.

Of course guys in general liked to be hugged by the special girl we hold dear and in our hearts. Once a day at least. I sure do like to be hugged by the one and only special girl in my life.

I am sure he likes hugs. Most humans do. Give him a full hug with your body against his and your head on his chest or shoulder, then look up into his eyes and slowly pull back and smile at him and then leave.

Of course they do. We guys just don't like it when women send mixed messages with their hugs. Like giving someone a "I like you hug" then telling them you have boyfriend.

we love it. who the hell wouldn't. i love it when a hot girl comes up to me with there boobs like that and put's her arm's around me and her boobs connect with my chest' wooh! i love the feeling. and this happens alot to me. lol
