The answer is C., because microevolution refers to changes within populations (of species). Macroevolution, on the other hand, refers to evolution on larger scales; that is, change that transcends the boundaries of a single species.

I should note that the same mechanisms are at work in both cases (i.e., mutation, migration, drift, and selection). Also, evolution does not happen at the level of the individual.
