I'm not sure what you're trying to improve on when it comes to drawing women's faces, but for the basics, there are a lot of websites/ art instruction books that will give you the basics of facial propoportions (Google search 'drawing faces '). I'm starting to learn more about anatomy, and it really does help to understand the bone structure that is going on below the surface, too.
Drawing from photographs helps, get any fashion magazine and you'll have dozens/ hundreds of faces to practice drawing... not spending a lot of time on each face, just sketching in a big cheap pad of paper as often as possible. It helps so much to look at what you are drawing as you draw- draw a bit, look, draw a bit more, look, etc...
Try different drawing tools... if you are one of those people who takes forever getting shading right with a pencil, try drawing with a big fat sharpie so you are forced to focus on the lines themselves- that sort of thing.

Key points to remember -
The eyes are exactly half way up the head. (Hard to believe but it's true)
Measure the distance between the centre of each eye. It is the same distance from the bridge of the nose to the mouth.
Keep everything in proportion and it will look more natural.
And above all, practice, practice, practice!

1. Do it from life. (Photos at he very least, but live models are ALWAYS preferable to photos).
2. Do it as often as you can stand, and then some.
3. Study anatomy, especially as it pertains to the head.
