Call the local police dept they can help better. What you want to know are about City Ordinances. All depends on your local laws. I would assume is a Handicap Access Ramp to the sidewalk in case a handicapped individual wants to cross the street.

Local parking ordinances vary, so there may not be a law about parking that close to a corner. However, blocking exits and blocking driveways is usually illegal, yes. Here is an example:

Check with your city government or police to be sure. This is something decided and enforced on a city or county-wide basis and will not be the same everywhere.

There's no such law that says you can't park 15 ft of a corner. However, blocking the ramp may be grounds for a ticket, as it's technically parking in the crosswalk, which is illegal. However, your local police / parking / traffic will be able to answer that better.

Sorry but I did not find anything so you will have to either talk with your police department or someone from the city.

If you live where you are managed by a (HOA) then you could call them and see if they have anything in their by-laws.
