I want a digital camera that takes pictures in black and white and part of the picture like your eyes are in color. My friend has one but I don't know what kind.

Some Canons and some Pentax cameras offer this feature.

Canon calls it "color accent" Pentax calls it a "color filter". Either way, check the camera specs to see if the cameras you're interested in have it.

For example, the Canon SD850 IS has this feature.

This is not a function of the camera it is done in PhotoShop or other photo processing software. The question is asked several time every day in photography and/or cameras. Search the answers for how to do it!

EDIT: Yes some cameras have had a software function added to do this but is still a function of the software NOT the camera. Most simply don't add it because it is better done in post processing...
