A goiter is only caused by a lack of iodine in the third world. In the developed world, the top causes of goiter are autoimmune diseases - Hashimoto's and Grave's diseases. There are other less common causes, but it's almost always auto immune.

Chlorine can't cause an infection of the thyroid or any other body part. An infection is caused by bacteria, not chemicals such as chlorine. Actually chlorine kills bacteria, preventing infection.

A goiter isn't an infection anyway. A goiter is because the thyroid cells are inflamed, or are multiplying, and the thyroid is growing larger.

Goiter can be caused by a lack of iodine; however there may be other things that cause it too. I have a slight goiter. I got it to shrink by taking kelp pills.
