the muscles through your stomach at the hip bones. like are those created through being skinny/ ab workouts. or are those natural features?

i dont need diets though. im already as skinny as a healthy girl comes. i just want to tone and shape up now

Seriously, though, barring any genetic maladies (i.e., birth defects), everyone is born with the same muscles, but to look "ripped", you have to work at it.

Consult your local phys ed teacher, or ask your parents to help get you started on a healthy diet and exercise regimen.

We are all born with the same muscles. The definition of specific muscle groups, IE: "washboard abs" are done by doing exercises which target those specific muscle groups. There are zillions of books & magazines & websites which will advise you on how to target a specific muscle group. HOWEVER - in general, if you exercise for 20 min. every day, and eat sensibly, you will have very good general fitness, which may be the best foundation for building or 'sculpting' a particular group of muscles.
