They're both saying the same thing. Baptism was a part of Christ's church in ancient times and in modern times. Yes, they are both right.

well I don't know who your prophet is but that is just a Bible quote. So your question is does the Bible agree with the Bible, then YES it does. Anyone can quote the Bible and this does not make them a prophet. I can quote Revelation and it doesn't mean that I am fore telling the future except to quote the Bible.
Mark 16:16 He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
If your D&C 112:28,29 is a quote from someone's book, then they have just copied the Bible.

It depends on what the prophet means when he refers to belief... If it is the same as Matthew, Mark, Luke, John, Peter, and Paul of the Holy Bible, believing in Jesus as the Son of God, yes.
John 3:15 That whosoever believeth in him should not perish, but have eternal life.
John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
John 3:18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
John 3:36 He that believeth on the Son hath everlasting life: and he that believeth not the Son shall not see life; but the wrath of God abideth on him.
Acts 2:22 Ye men of Israel, hear these words; Jesus of Nazareth, a man approved of God among you by miracles and wonders and signs, which God did by him in the midst of you, as ye yourselves also know:
Acts 10:38 How God anointed Jesus of Nazareth with the Holy Ghost and with power: who went about doing good, and healing all that were oppressed of the devil; for God was with him.

The Quran says that God took Jesus off of the cross and replaced him with another man, so that Jesus didn't die but was transported up into heaven, and so did not bear the sin of the world and pay the penalty for it.
Isaiah 53:10 Yet it pleased the LORD to bruise him; he hath put him to grief: when thou shalt make his soul an offering for sin, he shall see his seed, he shall prolong his days, and the pleasure of the LORD shall prosper in his hand.
11 He shall see of the travail of his soul, and shall be satisfied: by his knowledge shall my righteous servant justify many; for he shall bear their iniquities.
12 Therefore will I divide him a portion with the great, and he shall divide the spoil with the strong; because he hath poured out his soul unto death: and he was numbered with the transgressors; and he bare the sin of many, and made intercession for the transgressors.
Jesus poured out his soul unto death on a cruel cross and was numbered with the transgressors when he hung there between two criminals so that he could bear our sin.

The Quran disagrees with the bible on this issue.

born of the water is the flesh, born of the spirit is by accepting Jesus. accepting Jesus is believing. being baptized is an outward showing of what has happened inside. so yes both are right.
