It's a form of obsessive compulsive disorder mostly. Sometimes it can be more sinister, ie they just get off on it.

The brain is like a computer. As you probably know, if the computer has a mechanical problem it is not going to work properly. And of course, sometimes it will work but just slow, or other times it is not working well at all.
Same thing with people's brains, if there is a bad connection in the brain, it is not going to work right. There is alot of medicine for people like that and some are just so far gone that they really need to be institutionalized.
As with computer's if we do not keep proper maintenance it will not run properly, same thing with all of us, if we do lots of drugs ,sex, etc. we will soon end up with a brain that will not function properly.
(and yes too much sex stuff, porn, etc. can ruin a man's brain, by demoralizing it's standards)

People who stalk the other gender
have an issue with "control". They think it to be appropriate to attempt to control another person, but the fact is, their own behavior is out of control.
Another reason, can be fear. A teenage boy was forever following my daughter for a number of weeks. The girl couldn't figure out why and it really freaked her out to turn around and see him during the day on campus. One day the boy's mother actually stepped out infront of her and said her son had a gift for her. The boy appeared from behind -- in his shyness he reached out and gave her a gift. It was his shyness all this time that had prevented him from speaking to my daughter! She never would have guessed it. By this time the girl was absolutely terrified of the young man's presence, not knowing why she had been watched and followed for so long. She did not know he was an admirer.

It can be many many many things.
It can be linked with their attachment style which makes them afraid to go to someone but has a wish to do, so he tries to gather the courage but fear that she won't be there when he will get that courage.
He could have a fantasy about her and by stalking her it is part of his fantasy.
He could be paranoiac and think that person is out to get him, and only by watching her he can protect himself.
There are truly dozens and dozens of way to interpret a stalker, without more info it will be impossible to be more precise.

It is a power thing, a sort of bullying. Or it can be a sign of erotomania, as Dorothy Tennov puts it, Limerence. The latter is a selfish, obsessive and unhealthy love.

Probably can't move on, stuck in the past. I have been stalked since I was 18 by the woman who til this day cannot come to grips that I don;t want anything to do with her. In the past I had a crush on this girl (when I was 17) she would play all kind of games, it was ludicrous when I think back to it. After I went to the Army I lost contact with her and found some other real women, relationships, etc. Then when I went back home I saw her and I had no feelings for her, she actually repulsed me. SO she started to stalk me. putting wigs on and driving past my house, calling at all hours. popping up at the supermarket, it was disturbing. So now I am married with kids living in another town and to my surprise my wife said I got a xmas card from the stalker. I had to explain to my wife I have not had any contact with her and how she got our address, etc, not a pretty sight.
