Use an abrasive wash tool, like a luffa. Soap it up and rub hard. If they are small, after a few days of washing in the shower, they will come off gradually. I have done this. It also works on acne scars on the face.

I have a few "skin tags", and discovered that "scalding" them with very hot water (microwaved for about 2-1/2 minutes) "burns" them off, eventually, if done very slowly and carefully.
Most of mine took about five days over a two-week period, in which I dipped one end of a clean washcloth into the very hot water, and then applied it GENTLY, with quick on-and-off motions to get the skin accustomed to the high temperature. When it did so, I left the washcloth on for about 20 seconds, then took it off, and let the skin "rest". I repeated this five times, then stopped for the day. I would then repeat it on and off through two weeks. The "tags" eventually popped off!
Note that the treated skin becomes noticeably red and sore, and will stay so for hours, if not days, so do this at night, and not if you have a date the next day!
Of course, "tags" on your neck might be harder to do on your own if you can't see or reach them (all mine were on my face, throat, or side of my neck, within easy visibility and reach).

Very small tags can be removed with a pair of scissors. Hurts a little and bleeds some but very cheep. I have done this, be sure to sterilize everything.
