true to all yall i havent told him how i feel everyone tells me he likes me and there rumors goin around that we go out we got to the basketball games and flirt a lot but i think i can get over him

Well the bigger questions...why are you putting so much effort in asking him out? If he claims he "loves you" (eventho he has a gf ...wtf?) then he should be asking you out. And the fact that he doesn,t unfortunately means he's probably not into you.
Don't compromise your self-worth.

some people get off on the ego boost they get from having someone they know is into them hang around. The fact that he is always seeing someone else says that he is not interested in you. If he were interested in you, then the last time he was available he would have contacted you.
Continue being friends with him if that is what you want, but stop fantasizing about being his girlfriend and look for someone else.

If life were a movie, he'd be the right one and you'd be the best friend that he fell in love with in the end, holding hands, watch the sunset, fade to black, show the names and play that happy song.
I wouldn't waste my time asking this guy out - if he likes you he will ask you out.

Find someone else. He only loves you as a friend, but he's not "in love" with you. You're just going to make yourself miserable waiting for this guy.

What do you need a brick to fall on your head? He's not into you. He talks to you on the phone because you're there. He keeps you on the hook. If he wanted you, he'd come after you.
Leave him alone for a while and see if he comes after you.

Tell him how you feel and tha you want to go out together, if he feels the same way you will have nothing to worry about, but if your heart tells you to move on then do it
