Well...
You could possibly have an allergic reaction or rash from the chemicals they use to make it and color it, but it is made with the same things as regular colored paper so probably not.

Yes. Some people - very few, though - are allergic to the ink used on wrapping paper. A greater percentage of people are allergic to a chemical in certain papers (usually those made from pine or cedar).
I'm sure there are other factors that can cause wrapping-paper allergies, but these are the two most likely.

Sure. There are chemicals in the inks used and in the making of the paper that you can be allergic to. It isn't the wood fiber which went into the making of the paper, it is the chemicals used in the process. I have never heard of anyone being allergic to wood fiber...

Yeah some paper contains colophony this resin from pine trees and other plants. Also contained in some chewing gum as well. You can be allergic to it.

Sure -- there are chemicals in many kinds of paper that can cause a reaction. The fancier the paper, the more likely that it has chemicals in it.
