I use Woolite pet stain remover... but I tend to find the spots right after they have happened. When I was puppy training my apartment smelled like urine too. I fabreesed and opened the windows for a few hours each day. I also got one of those glade bathroom thingies. Eventually the smell went away, but it took a couple of weeks.

Usually they will choose to go in select spots in the house. If you can find these spots, there are products out there that are designed to specifically neutralize pet odor. I've used Nature's Miracle with some success, but I've had more success using the Bissell Green Spot with the accompanying Pet Odor disinfectant. I don't know if you have a wet vac or if the disinfectant could be used simply as a spray on, but the few accidents I've cleaned up with the Bissell using this method has not resulted in a repeat performance. I've even had a friend's puppy have an accident, cleaned it up, and my own dogs have never peed over the incident.
Once you clean the house up, I'd seriously consider crate training the dogs all over again until they know not to make a mistake. Especially if you're letting them out regularly and without leaving them along for longer than a max of 8 hours. Unless they're elderly dogs. If they're elderly or you suspect they have bladder problems, then you might want to take them to the vet to eliminate the possibility of a bladder infection and think about possibly transitioning them to a pee pad or dog litter box. Vinegar is the best. No soap!
Now, after it dries, sprinkle baking soda and let it sit for a few hours even over night and vacuum it.
The smell should be gone.
Now, the only other problem is, you are just masking this problem because the urine probably seeped through to your padding. That is going to be very difficult to remove.
Call a professional in and tell them to concentrate on the area's that are soiled.

Try Nature's Miracle.
If that doesn't work, your only option might be re-carpeting or even large tiles or hardwood. If they've been going in the same spots for years, then it's probably soaked into the wood sub-flooring too -Tile or hardwood would be your best option without having to replace the sub-floors (Easier to clean when they pee in there too!).
Crate train your dogs - If they're unattended, put them in their crates.

If you have a pad under your carpeting it won't matter what you do, the smell is in there and isn't comming out without taking up the carpet.
Why are your dogs allowed to go into this area if they are urinating all over? they should be confined to an area where they have either papers to go on, or a litter box to use.
You need to train them to either go in a litter box, or on papers, OR outside like a Dog is supposed to do.

They have a cleaning solution for steam cleaners for pets.
If you get a spot bot or steam carpet cleaner, try this solution:

They also make other ones for larger machines. I would try this rather than the regular solution.
I just got two pups and I have to get some of this myself for my steam cleaner. Let me know how it works! :)

at wal-mart they have a spray for getting rid of the smell. it's in a windex-type bottle, and just spray it everywhere. i think it's called woolite? it works miracles!
