Other than calling a nearby U.S. Border Patrol station—if you’re so fortunate as to have one close by—ringing up the DHS/ICE is the only other way.

If you know for certain that the guy is illegally here then yes you should file a report to ICE...but you better be right and not messing with the guy for personal or cultural differences.
