No. Why would it be? The Roman empire wasn't Christian until several hundred years later - but that time it would have been long gone as it wouldn't have had any significance to the authorities.
They SAY that there are bits of it all over the world - mostly in Catholic churches (there's one in Notre Dame de Paris for instance). I doubt very much whether they're all even from the right time period, let alone the right tree.

Are you reffering to the actual physical wood beams used to crucify Jesus? No, I think the roman soldiers re-used them many times after Jesus' death and eventually were discarted and chopped into firewood.
If you are reffering to the power of His death to provide forgiveness to our sins and eternal salvation to those who believe in him, definitely YES.
