Hydrogen peroxide , i concur - it containes an enzyme that reacts with the blood proteins; use sparingly. Put a little bit on the stain , let it bubble and dab - don't rub.
It's a cheap simple disinfectant, you can buy it in any chemist or pharmacy and cost something like a pound.

I wash my heated mattress pad 2X a year, and it's 9 years old. Why can't you wash yours? Good grief! It must STINK!

the best thing for removing blood is ammonia, it will remove even weeks old blood just make sure you use it in a ventilated area

I would consult a dry cleaner.
Hydrogen peroxide doesn't always do the trick, but sometimes does it too well!

Try some vanish spary hunn, they do a kind that you don't need to wash afterwards maybe just need a few applications...
